Now you'll want to go to C:/users//App Data (this is a hidden folder, you will need to set hidden folders to being visible on your PC)/Local/Colossal Order/Cities_Skylines There you'll find a file named "userGameState.cgs" Copy it, and paste the copy into the subfolder you made earlier for that particular map. Next, turn on the game, go to the content manager, and enable/disable all the assets so that you have it set for one of the cities and then exit again. Then make subfolders in that folder for each city you want to save an asset list for. Make a folder on your desktop (or where ever) named "cities skylines game states" or anything you want, just so long as it's named what you want. One method I saw was a little complicated, but works (for pc, not mac, although there's probably a mac equivalent for this.)
